SALARY RANGE: NB-V $67,235 to $125,091 per year
    NB-VI $88,931 to $165,432 per year

The salary range above includes 13% geographic differential pay.

MAJOR DUTIES:

Conducts on-site and off-site bank-specific analyses of risk measurement systems and quantitative valuation and decision models in the relevant business context. Develops analytical models relating to these topics. These analyses and models assist in the development of the bank-specific supervisory strategies.

Initiates research projects to facilitiate the development and understanding of new techniques for risk measurement and credit scoring.

Provides analysis and advice on risk-measurement issues to OCC policy makers, by researching and drafting memoranda and position papers in areas of recognized expertise, responding to general or specific questions posed by the policy makers.

Develops and demonstrates expertise in the research into questions of importance to the Division. Assists with projects, analyses, and reports that deliver such expertise to support bank examinations and supervision.

Conducts long-term research projects relating to the structure, operation and regulation of national banks, other depository institutions and financial markets. Such research requires information gathering, sophisticated economic, statistical and financial analysis techniques, narration and presentation to diverse audiences.

Supports projects that respond to requests by the Comptroller and other senior management for materials on a variety of topics including policy and management issues confronting the OCC, analyses of banking legislation and regulations, and assessments of significant trends and developments in the banking industry and financial markets.

Responds to requests for analysis of issues affecting the banking system and financial markets and broad OCC operations from the Comptroller and senior managers by contributing to data collection, analysis and interpretation.

Contributes to the division's participation in OCC group projects and task forces analyzing major issues affecting the banking industry, and the OCC, and recommending policy choices.

QUALIFICATION REQUIREMENTS:

Basic Requirements:

A. Degree: economics, that includes at least 21 semester hours in economics and 3 semester hours in statistics.

OR

B. Combination of education and experience—courses equivalent a major in economics as shown in A. above, plus additional experience or additional education.

And

This position also requires one year of specialized experience equivalent to the next lower pay band, NB -IV.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience include: risk-measurement-model evaluation experience requiring conclusions on model appropriateness, accuracy, and cost; experience directing the development of financial valuation or risk-measurement models; experience evaluating the economic/financial implications of specific financial products; experience with planning, information assembly, analysis and evaluation, conclusions and report preparations; service as a consultant or advisor on business risk management.


SELECTIVE PLACEMENT FACTOR:

In addition to the above qualification requirements, candidates must possess the following Selective Placement Factor to be considered qualified for the position. Applicants must describe how they meet this requirement in their application:

Experience in evaluating, developing, and conducting advanced research in areas related to financial economics such as applied econometrics and statistics.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Knowledge of the statistical and econometric techniques, appropriate for modeling various types of financial institution risk such as credit or market risk.

2. Knowledge of and research experience utilizing statistical and econometric methods/techniques for the purpose of developing, estimating, and analyzing probability-based risk models.

3. Demonstrated experience utilizing statistical software packages and major computing language to construct and manipulate primary data.

4. Ability to communicate effectively, both orally and in writing, with both technical and non-technical audiences.


BASIS FOR RATING:

Using OPM's approved Direct Hire Authority, the OCC may appoint candidates directly to this position, without regard to provisions of Title 5 U.S.C. 3309 through 3318; therefore, rating criteria is not applicable.
Although written responses to the KSAs will not be used for rating purpose, they will be provided to the selecting official as part of resume material. Applicants should describe experience, education, training, and other activities that reflect possession of the above KSAs.

CONDITIONS OF EMPLOYMENT:

A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
