Basel II and IA

In June 1999, the Basel Committee, established by the central bank Governors of the Group of Ten countries at the end of 1974, issued a proposal for a New Capital Adequacy Framework to replace the 1988 Basel Capital Accord. In June 2004, the Basel Committee introduced a new, more risk-sensitive capital adequacy framework, "International Convergence of Capital Measurement and Capital Standards: A Revised Framework" (Basel II). Work has begun in a number of countries on draft rules that would integrate Basel capital standards with national capital regimes. (More about the Basel Committee.) On September 25, 2006, the U.S. banking agencies issued a notice of proposed rulemaking that provides the industry with a more definitive proposal for implementing Basel II in the United States.

The complexity and cost associated with implementing Basel II in the United States may effectively limit its application to those banking organizations that are able to take advantage of economies of scale and absorb the costs associated with the proposed enhanced risk management practices that would be required of Basel II banking organizations. Therefore, the Federal banking agencies have proposed possible revisions to the U.S. risk-based capital rules that would apply to non-Basel II banking organizations (Basel IA). These revisions, which were published on December 26, 2006, would make the U.S.-based capital rules more risk sensitive and help mitigate material distortions in the risk-based capital requirements for large and small banking organizations.

The Federal bank and thrift regulatory agencies announced that they will request public comment on a notice of proposed rulemaking (NPR) that would revise the existing risk-based capital rules for non-Basel II banking organizations (Basel IA).
