This conference, hosted by the Federal Reserve Bank of Atlanta, featured panelists discussing the impact of foreclosures and delinquencies on housing price declines; the effect of housing vouchers on the cost of rental housing; the effectiveness of pre-purchase homeownership counseling on reducing foreclosure rates; and the effect of home rehabilitation on low- and moderate-income neighborhoods.

This conference was hosted by the Board of Governors of the Federal Reserve System and the Federal Reserve Banks of Philadelphia and Cleveland. Panelists discussed the impact on neighborhoods of housing investment by owners, renters, and investors.
