Sebastian Astrada is a Deputy Comptroller for Chartering, Organization and Structure (CO&S) at the Office of the Comptroller of the Currency (OCC).
In this position, Mr. Astrada is one of two deputy comptrollers that sets policies and provides executive direction on federal bank applications, chartering, and corporate activities, policies, processes, and requirements. He assumed these duties in March 2026 and reports to the Senior Deputy Comptroller for Chartering, Organization and Structure.
Prior to this role, Mr. Astrada served as a Director in CO&S, where he was responsible for corporate applications related to digital asset filings and de novo charter applications.
During his tenure at the OCC, Mr. Astrada has managed the midsized, credit card, trust bank, and central region portfolios for CO&S. Prior to joining the OCC, Mr. Astrada was a Director at the Federal Reserve Bank of San Francisco (FRB-SF), responsible for all mergers and acquisitions applications in the 12th district. At the FRB-SF, he oversaw the applications from fintech companies to enter the federal banking system and participated in projects advancing policies for payments system access.
Earlier in his career, Mr. Astrada worked in the private sector where he managed the regulatory relationships with a bank’s global finance and digital and technology functions as well as leading various aspects of its emerging technology policy. He also served as regulatory counsel for a bank, responsible for a broad variety of safety and soundness laws and regulations. Mr. Astrada started his career in the legal division of the Board of Governors of the Federal Reserve System, where he served as a mergers and acquisitions attorney as well as counsel to the Financial Stability Oversight Board that oversaw the Troubled Asset Relief Program.
Mr. Astrada holds a bachelor of arts degree in international politics and economics from Middlebury College. He received his juris doctor from American University, Washington College of Law, and his master of arts in international relations from American University, School of International Service.
